Mr. C.Y. Leung Takes A Personal Look
At One Two Systems At
2nd Hong Kong-Taiwan’s Influence Forum

The 2nd Hong Kong-Taiwan’s Influence Forum, organized by China Review News Agency, was held on September 24 at the Island Shangri-La Hotel. The occasion also marked the establishment of the China Review Think Tank Foundation (CRTT) initiated by China Review News Agency. Mr. C.Y. Leung, Chief Executive of the HKSAR, conducted the lighting ceremony marking the CRTT’s launch. In his speech, he pointed out that Hong Kong’s development is the fruits of its citizens’ collective labour.

The forum’s organizer invited over 170 guests from both sides of the Strait, including a press delegation from Taiwan, experts, scholars, middle and senior management and veteran journalists from over 40 media organizations, including local media and the Hong Kong bureaus of mainland networks. Among them was Mr. Kit Szeto, Director & CEO of Dim Sum TV.

Mr. Leung’s speech combined personal and historical perspectives to encompass his family history, his own coming-of-age in a changing environment, One Country, Two Systems and the changes that have taken place in the 15 years since Hong Kong’s reunification with China. He recalled a general atmosphere of anxiety and apprehension in the run-up to the handover. Some people worried that the Hong Kong dollar would be superseded by the renminbi after the handover, while others were alarmed by the prospect of rising crime rates. The intervening years have shown that renminbi business is a boon to the city’s financial sector. Hong Kong has remained a safe city, with not one reported incident involving the discharge of a firearm so far this year. All this is proof that we can make One Country, Two Systems work, and that the Central Government is determined to implement it successfully.

Reflecting on Mr. Leung’s speech afterwards, Mr. Kit Szeto lauded the chief executive’s oratorical and rhetorical skills; his 40-minute speech was a sustained, seamless performance. By using his family history to illustrate China’s and Hong Kong’s transformation since both the late-Qing era and the 1997 handover, he avoided coming across as rigid and pontificating; instead, he succeeded in giving his words real pathos and arousing empathy.
