2013 Top Ten SAR Government Policy Initiatives Poll Trains Lens On Livelihood Issues and Public Opinion

The award presentation ceremony for the 2013 Top Ten SAR Government Policy Initiatives poll was held on January 23 at the Hong Kong Convention and Exhibition Centre. The top ten policy initiatives this year showed a prevailing focus on economic and livelihood issues. Both the political and business communities were well-represented at the event.

The guests of honour at the ceremony included Mr. Rimsky Yue, Secretary for Justice of the HKSAR, Mr. Yang Jian, Deputy Minister of the Liaison Office of the Central People’s Government in the Hong Kong SAR, Mr. Matthew Cheung Kin Chung, GBS, JP, Secretary for Labour & Welfare of the HKSAR, Mr. Wong Ho Ming, Executive Director of Henderson Land Development. Representing one of the events organizers, Mr. Kit Szeto, Director & CEO of Dim Sum TV, attended the event as an award presenter.

Now in its 16th year, the Top Ten SAR Government Policy Initiatives poll was launched in 1998 by Wen Wei Po and the Kowloon Chamber of Commerce.Over the years, it has evolved from a civic initiative to a major event jointly organized by 27 mainstream media and 67 co-organizers, and involving over 100 participating universities and secondary schools.

This year’s results were tabulated from over 130,000 votes, a reflection of the high priority placed by the citizenry on the efficacy of a range of government policies. Of the ten most-talked-about policy initiatives, the top vote-getter was “Higher Minimum Wage A Boon To Grass-Roots Workers”. The second and third places went to “Infant Formula Quota Implemented To Secure Milk Supply” and “SAR Government Issues 2 Additional Free TV Licenses”. The Top Ten list were rounded out by “10 Measures Adopted To Boost Residential Land Supply”, “Waste Disposal Levy And Source Reduction Alleviate Garbage Overflow”, “First Official Poverty Line Spurs Public Debate”, “HKSAR Government Paves Way For Universal Suffrage With Political Reform Consultation”, “Old Age Allowance Doubled For Elderlies In Need”, “HKSAR Government Builds New Communities To Drive Northeast New Territories Development”, “Two Tough Measures Effectively Check Soaring Property Prices”.

This year, two new awards - the Most Active Participant award for schools and organizations – were added as a way to encourage young people to pay closer, more critical attention to social issues and public policies. A special dance performance by students from Anchors Kindergarten concluded the evening on a mischievous, lively note.
